I'll take a wild guess and say that the standards/regulations for titles of such books do not allow special characters such as ampersands. So when someone submitted the title as "Technical Planning & Technical Management Process" it got "corrected".
I so wish that were true. Anybody else? It's really quite simple. I can explain it in about 5 pages.
