Starting with requirements is a sure fire way for failure in IT projects and well as JSF. <br /><br />The US DoD has adopted Capabilities Based Planning, from other - more advanced Defense Orgs. With a defined set of capabilities, the requirements now have a "Raison d'être" for each requirements.<br /><br />Using the picture on your link, the prioritized list of requirements is just that - a list.
